Bonding Requested for Improvements to 10 Healthcare Facilities
Oct. 22 Public Hearing Scheduled for $150 million projects in Rochester, St. Lawrence regions

The renewal and replacement of equipment within the Rochester Regional Health system will allow facilities in five counties to run more efficiently with a reduced environmental impact.
A request for tax-exempt bonding from the Genesee County Funding Corporation (GCFC) to support the $150 million project will be considered at a public hearing held remotely at 1 p.m. on Wednesday, October 22, the counties announced.
Through an Energy Services Agreement with Rochester Regional Health, Monroe Sustainable Energy Partners, LLC of Tucson, AZ would complete various infrastructure improvements at 10 healthcare facilities in Rochester and St. Lawrence regions.
In its application, Monroe Sustainable Energy Partners, LLC notes that the proceeds of the Bonds will be used to pay or reimburse the costs of the acquisition, development, construction, improvement, and equipping of certain energy related improvements, including but not limited to, upgrading and replacing central utility plant assets, replacing air handling units, upgrading building automation systems, and making other infrastructure improvements at the hospitals and related facilities owned and operated by RRH and its affiliates located throughout New York at multiple locations.
Proposed improvements would take place at Rochester General Hospital, St. Mary’s Medical Campus, and Unity Hospital in Monroe County; Canton-Potsdam Hospital, Gouverneur Hospital, Massena Hospital, and St. Lawrence Medical Campus in St. Lawrence County; United Memorial Medical Center in Genesee County; Newark Wayne Community Hospital in Wayne County; and Clifton Springs Community Hospital in Ontario County.
The project is estimated to investment $110 million at Monroe County facilities, $25 million at St. Lawrence County facilities, $9 million at Genesee County facilities, $4 million at Wayne County facilities, and $2 million at Ontario County facilities.
An intent resolution scheduling the Oct. 22 public hearing was approved by the GCFC Board of Directors on Oct. 2, with notice of the hearing posted by Monroe, St. Lawrence, Genesee, Wayne and Ontario counties.

To provide the requested bonding, the proposal is required to be approved by each of the participating county governments.
The GCFC’s mission is to assist local economic development efforts by serving in a conduit financing capacity enabling the issuance of taxable and non-taxable debt to benefit the growth, on-going operations and continued viability of non-profit business enterprises in Genesee County thereby helping to maintain a sustainable long-term economy.
The GCFC previously provided tax-exempt bonding for a multi-county Rochester Regional Health system project in 2022, as well as projects by Genesee Community College Foundation Housing Services Inc., Mercy Flight Inc., and United Memorial Medical Center.
