STATEMENT BY MARK MASSE, PRESIDENT, GENESEE COUNTY ECONOMIC DEVELOPMENT CENTER, REGARDING STAMP

BATAVIA, NY – “The GCEDC Board of Directors will consider a resolution to initiate the review process regarding an application from STREAM U.S. Data Centers for financial incentives related to the project’s capital investment, construction and permanent job creation, and community investment.

“STREAM U.S. Data Centers has proposed an $11.81 billion investment and the creation of 125 jobs. It is expected that thousands of additional temporary construction jobs will be created during construction.

“A draft cost benefit analysis estimates the local benefits from the project total $2.5 billion over 30 years, including $285 million in PILOT/host revenues to municipalities.

“A draft cost benefit analysis, project summary, and documents related to the SEQR and site plan review processes are available at www.gcedc.com/projects.

“The proposed resolution would request GCEDC staff to prepare an analysis of financial incentives related to the proposed project’s capital investment, construction and permanent job creation, and community investment. GCEDC staff would also schedule a public hearing on the proposed incentives to receive public input. All analysis and public hearing documents will be made available at the above link.

“A decision on the application for financial incentives will not be rendered until after the completion of the public hearing and the SEQR environmental review process initiated in December 2025.

“The GCEDC Board of Directors will meet on Thursday, February 5 at 4 p.m. in the Innovation Zone, 99 MedTech Drive, Batavia, NY.”
