Zeliff: SEQR Leady Agency Statement

“The Genesee County Economic Development Center (GCEDC) STAMP Committee and the GCEDC Board of Directors unanimously approved resolutions at our December 18, 2025 meetings declaring our intent to conduct a coordinated review of Project Double Reed’s State Environmental Quality Review (SEQR) Development Application.

“These actions start the process of an environmental review of the application under the auspices of a previous Generic Environmental Impact Statement (GEIS) that covers all development impacts at STAMP.

“We have acted as lead agency on SEQR for all development related to STAMP since its inception, and as such the GCEDC is in the best position to investigate all potential impacts associated with Project Double Reed’s SEQR application, including making decisions regarding any mitigation measures.

“This review will be done in close cooperation with all relevant regulatory authorities, including the New York State Department of Environmental Conservation. The review is intended to determine whether the proposed construction and operation will result in any significant adverse environmental impacts that were not previously addressed in the GEIS.

“At this time, the GCEDC has not received an application from Project Double Reed for financial incentives.”
