The Genesee County Empire Zone is a countywide zone with sub-zones in several communities. Empire Zone boundaries have been placed in areas of the County that offer proper zoning, excellent infrastructure and easy highway access. Areas with the Genesee County Empire Zone include available green space in corporate park sites, existing businesses, multi-tenant buildings available for leasing and existing but vacant commercial and industrial buildings.

Area 1 [City and Town of Batavia]: The Area 1 zone runs from the Ganson Street Complex and One Mill Street multi-tenant complex on the west side, including a downtown section that includes the old St. Jerome's hospital complex and continuing to the east side of the city through the industrial corridor along the south side of School Street across Liberty Street, Swan Street and Harvester Avenue all the way to the west side of Cedar Street. The area also includes the Chapin International manufacturing building, O-AT-KA Milk Products Cooperative facilities and acreage for an agri-business park in the Town of Batavia, just east of O-AT-KA. The area includes 526.87 acres.

Area 2 [Med & Tech Park]: The Area 2 zone includes 65.32 acres of the new Med & Tech Park located adjacent to the main campus of Genesee Community College on R. Stephen Hawley Drive in the Town of Batavia.

Area 3 [Batavia Gateway Corporate Park, Gateway II and surrounding area]: The Area 3 zone is located in the Town of Batavia, just north of the Batavia Interchange (Exit 48) of the New York State Thruway. The area encompasses the original Batavia Gateway Corporate Park, Gateway II Corporate Park and the surrounding area along the east side of Route 98 and south side of West Saile Drive. The area includes 239.26 acres.

Area 4 [Batavia Industrial Park]: The Area 4 zone includes all of the Batavia Industrial Park, located along the south side of Pearl Street (Route 33) in the City of Batavia, with a small section located in the Town of Batavia. This park has shortline rail service by the Genesee Valley Transportation, with access to the CSX mainline. The area includes 88.49 acres.

Area 5 [Bergen I-490 Interchange Area]: The Area 5 zone includes all of Apple Tree Acres Corporate Park as well as the adjacent parcel encompassing Pavilion Gift Company. This zone offers low-cost municipal electric from the Village of Bergen Electric System. There is also easy access to the City of Rochester and the New York State Thruway via I-490 next to the site. The area includes 180.59 acres.

Area 6 [Pembroke Business Park]: The Area 6 zone includes 61.81 acres of the Pembroke Business Park, located at the intersection of New York State Routes 5 & 77 in the Town of Pembroke. This location is advantaged by being within the 30 mile radius of Niagara Falls, qualifying it for low-cost electric hydropower.

Area 7 [Village of LeRoy]: The area 7 zone is located in the Village of LeRoy. The west side of the zone includes, the C.H. Wright, LeRoy Plastics and Icon Design facilities along Lent Street and continuing east through the Village along the Rochester & Southern Railroad to the former Jello building on the east side of the zone. The area includes 93.53 acres.
