What is the Empire Zone?
The Empire Zone program targets business attraction and business expansion projects fostering capital investment and job creation using New York State tax credits. The program creates an environment where it is possible to completely eliminate New York State income tax, property tax and the State portion of sales tax.

The GCEDC manages Genesee County's Empire Zone program. As the sole economic development entity for Genesee County, we are able to provide an integrated and efficient economic development model for all projects county-wide. The GCEDC uses a consulting practice approach and will guide a company through the planning and financial assessment phases of the overall Empire Zone strategy. This includes conducting a business and financial assessment to determine the optimum time for certification and an expression of the long-term potential financial benefits associated with the Empire Zone program.
